Contractor Entry Access

The entry-gatehouse, streets and esplanades within Stablewood Subdivision (“Property”) are private and constitute a portion of the Common Areas subject to the jurisdiction of and administration by the Stablewood Property Owners Association (“Association”) and are subject to the following regulations promulgated by its Board of Directors.

Construction, remodeling, yard maintenance and all other service work is authorized during the following time periods:

Monday through Friday..................................................................7:00 AM to 5:00 PM
(All such providers must be off the Property by 5:30 PM)

Saturday............................................................................................8:30 AM to 4:00 PM
(All such providers must be off the Property by 4:30 PM)

Sunday.......................................................................................................Not Authorized

Emergency service work (for example, electrical, plumbing, air conditioning and heating, security systems etc.) ordered by a Resident will be permitted outside the hours stated above, provided that the Resident notifies the access-control officer on duty and specifically identifies the needed work as “emergency basis”.

Isolated, not regularly recurring incidences of evening contract work after the designated hours stipulated above may be permitted if such work (a) can be conducted in a quiet fashion by a limited number of workers within the premises or otherwise out of sight from the street, and (b) is requested in advance by the Resident or the Resident’s representative (such as a general contractor on a remodeling project) and approved by the Property Manager or a Board Member of the Association.

Other exceptions, such as contract work on a Sunday, can be made only by hardship application filed in writing with the Board of Directors of the Association and approved by a majority of such Board members. In this regard, if the Resident does not receive a decision from the Board in ten (10) days, he may request a meeting with the Board to discuss the specific hardship circumstances presented, and the President or Secretary of the Board will arrange for such a meeting with the Resident and at least three (3) Board members within five (5) days to make a final decision as to such a request.

Speed Limit and Stop Signs

The Speed Limit of twenty (20) miles per hour and all Stop Signs within the Property is to be observed by Residents, guests of Residents, Work & Service providers and all other non-residents without exception. Enforcement remedies and penalties for both residents and non-residents may be found in Item 14 (Access, Traffic & Parking Code) under the heading “Covenants, Conditions & Restrictions” above. ‘Work & Service Provider’ shall mean any type of construction, remodeling, maintenance, repair and other service provider engaged by an Owner or Resident to perform work or service on a Lot in Stablewood, including all employees, agents and subcontractors of the Work & Service Provider.
